While welcoming 2021, the Massachusetts executive and legislative branches made steps toward sweeping policy changes. At the end of December, the Baker administration published its “Clean Energy and Climate Plan for 2030”, which laid out a long list of policies aimed at meeting the requirements of the 2008 Massachusetts Global Warming Solutions Act (GWSA). Not to be outdone, the legislature passed a long awaited bill, "An Act Creating a Next-Generation Roadmap for Massachusetts Climate Policy," (the Climate Roadmap bill) on January 4th.
