Massachusetts

Massachusetts offers an electric vehicle rebate program to residents called MOR-EV, which stands for Massachusetts Offers Rebates for Electric Vehicles (MOR-EV). There two main rebates, MOR-EV Standard (for new cars) and MOR-EV Used (for income-eligible drivers only), plus two rebate-adders, MOR-EV+ (for income-eligible drivers) and MOR-EV Trade-in (for those trading in an eligible gas vehicle). Residents may also take advantage of MOR-EV Trucks if they wish to purchase or lease an all-electric pickup truck. For all programs, you must be a resident of Massachusetts or a business or nonprofit organization located in and licensed to operate in Massachusetts to qualify.

MOR-EV Standard

Program Details
MOR-EV Standard is a $3,500 rebate for the purchase or lease of an all-electric or fuel cell vehicles as long as the following requirements are met: 

  • The vehicle MSRP is under $55,000 (MSRP includes dealer destination fee); 
  • Purchased vehicles must maintain registration with the RMV for a minimum of 36 consecutive months for use in MA; 
  • If leased, the lease term is at least 36 months.

There is no requirement regarding where you purchase the vehicle for MOR-EV Standard, but the vehicle must be registered in Massachusetts within 90 days of purchase/lease. If you meet certain eligibility requirements, you can combine MOR-EV Standard with MOR-EV+ (more on that below).

How to Apply
There are two ways of receiving MOR-EV Standard: 

  1. MA residents may receive the rebate at point-of-sale with a participating dealership, OR 
  2. You can apply for the rebate on MOR-EV's website within 90 days of purchase.

If you opt for the point-of-sale rebate, you must bring a copy of your Massachusetts’ driver’s license (or other valid proof of Massachusetts residency). At the dealership, you will be required to sign a copy of the Applicant Terms & Conditions and a Rebate Transfer Acknowledgement Form. More details here.

If you opt to apply online, you must do so within 90 days of purchase or lease. You’ll need to submit a copy of the Massachusetts registration for the vehicle, the final sales/lease contract, and a copy of your Massachusetts driver’s license or other valid form of Massachusetts residency. MOR-EV Used

Program Details     
MOR-EV Used is a $3,500 rebate for the purchase of a used all-electric or fuel cell vehicle as long as the following requirements are met: 

  • You are eligible based on your income. You can prove your eligibility either by demonstrating participation in an income-qualifying program (see the list here) or by demonstrating your Adjusted Gross Income (AGI) is under a certain limit ($150,000 for joint filers, $112,500 for heads of household, and $75,000 for single filers);
  • The vehicle is purchased at a licensed Massachusetts dealership (note this is a key difference from MOR-EV Standard, where the dealership may be located out of state); 
  • Final purchase price is $40,000 or less (Note: the final purchase price includes the costs associated with the trim level of the vehicle, but does not include registration fees, documentation fees, or sales and use taxes);

How to Apply  
Much like MOR-EV Standard, there are two ways of receiving MOR-EV Used

  1. MA residents may receive the rebate at point-of-sale with a participating dealership, OR 
  2. You can apply for the rebate on MOR-EV's website within 90 days of purchase.

If you opt for the point-of-sale option, you must first apply online for a pre-qualification voucher. You must then bring that voucher to the dealership, along with a signed copy of this Used Vehicle Attestation. You’ll also need to bring your Massachusetts driver’s license (or other approved proof of residency) and be prepared to sign a copy of the Applicant Terms & Conditions and a Rebate Transfer Acknowledgement Form. MOR-EV+

Program Details     
MOR-EV+ is an additional $1,500 rebate available to income-qualified residents that can be combined with MOR-EV Used Vehicle or MOR-EV Standard for a total of $5,000 off a new or used electric car. To qualify, you must prove participation in one of a list of income-qualifying programs.

How to Apply 
You can opt to receive MOR-EV+, like MOR-EV Standard and MOR-EV Used, in one of two ways:

  1. MA residents may receive the rebate at point-of-sale with a participating dealership, OR
  2. You can apply for the rebate on MOR-EV's website within 90 days of purchase.

To receive the rebate at the point-of-sale, you must first apply online for a pre-qualification voucher and bring that to the dealership along with the other materials required for either MOR-EV Standard or MOR-EV Used, described above.

If you opt to apply online, you must do so within 90 days of purchase. You’ll need to submit a copy of the Massachusetts registration for the vehicle, the final sales/lease contract, and a copy of your Massachusetts driver’s license or other valid form of Massachusetts residency, and a document confirming your eligibility based on income. MOR-EV Trade-in

Program Details

Massachusetts residents qualify for an additional $1,000 rebate if trading in an eligible gas-powered car at the same time as purchasing or leasing a vehicle that meets the MOR-EV requirements. This page on the MOR-EV website lists the eligibility requirements for the trade-in vehicle.

How to Apply

You can only apply for MOR-EV Trade-in after purchasing or leasing a vehicle and receiving a MOR-EV Standard or MOR-EV Used rebate. You must submit the required documentation within 90 days of purchasing or leasing. You can learn more here.

MOR-EV Truck

Program Details      
MOR-EV Trucks is a $7,500 rebate for the purchase of all-electric trucks or fuel cell trucks. (It is also available to fleet operators, not just individuals in Massachusetts.) When applicable, MOR-EV Standard can be combined with MOR-EV+. To qualify, a vehicle must:

  • Meet a Gross Vehicle Weight Rating (GVWR) requirement;
    • For pickup trucks: Must be between 6,000 and 10,000 pounds.
    • For vehicles of any body type: Must be 8,500 and 10,000 pounds.
  • Have an MSRP of under $80,000;
  • Purchased vehicles must maintain registration with the RMV for a minimum of 36 consecutive months for use in MA;
  • If leased, the lease term is at least 36 months.

Currently, these requirements result in four eligible vehicles: Ford E-Transit, Ford F-150 Lightning, Rivian R1S, and Rivian R1T

Rhode Island

Rhode Island offers a rebate for both new and used electric vehicles to residents called DRIVE, which stands for Driving Rhode Island to Vehicle Electrification. There are three programs within DRIVE: DRIVE EV (the standard program), DRIVE+ (for income-qualified Rhode Islanders), and DRIVE EV FLEET (for fleets). This page focuses on the incentives for individuals available through DRIVE. For both new and used EVs, DRIVE+ adds a rebate if you meet certain income requirements.

DRIVE for New Vehicles

DRIVE offers a $2,000 rebate for new all-electric vehicles and a $1,500 rebate for new plug-in hybrids, as long as the following requirements are met:

  • The final sales price is below $60,000;
  • The vehicle is purchased at a licensed Rhode Island automobile dealership or one of the following list of qualified Massachusetts dealerships and registered in Rhode Island. (Note: The Office of Energy Resources may make exceptions on a case-by-case basis for dealerships not on the below list. Contact OER for more information.) 
    • First Ford - Fall River, MA 
    • VW of North Attleboro - North Attleborough, MA 
    • Boch Nissan South - North Attleborough, MA 
    • Boch Toyota South - North Attleborough, MA 
    • Patriot Subaru of North Attleboro - North Attleborough, MA
    •  Kia of Attleboro - Attleboro, MA 
    • Stateline Subaru - Somerset, MA 
    • Courtesy Mitsubishi - Attleboro, MA 
    • Milford Nissan - Milford, MA 
  • Qualified applicants will have 120 days from the date of purchase or lease to apply for the rebate program online. The program is first-come, first-served.

If you meet income eligibility requirements of DRIVE+ (more on that below), your rebate is higher, as summarized in this table.

DRIVE for Used Vehicles

  • The final sales price is under $40,000; 
  • The vehicle is purchased from a Rhode Island dealership or one of a list of pre-approved Massachusetts dealerships listed above; 
  • Again, qualified applicants will have 120 days from the date of purchase or lease to apply for the rebate program online. The program is first-come, first-served.

If you meet income eligibility requirements of DRIVE+ (more on that below), your rebate is higher, as summarized in this table.

DRIVE+

DRIVE+ provides additional incentives of up to $1,500 for Rhode Islanders who meet certain income requirements. To qualify for the DRIVE+ rebate, applicants must participate in a state or federal income- qualified program OR submit a Self-Attestation Form of Income. The current list of qualifying state or federal low-income programs in Rhode Island is: 

  • Weatherization Assistance Program (WAP) 
  • Low Income Home Energy Assistance Program (LIHEAP) 
  • Supplemental Nutrition Assistance Program (SNAP) 
  • RI Works Program 
  • SSI State Supplemental Payment (SSP) 
  • Medicaid 
  • Housing Program/Section 8
